- CREATION OF POLICIES, PROGRAMS, SERVICES, RESOURCES IN Organizations and social institutions.

Organizing and planning are complementary activities.
It needs : analytic and interactional tasks 
- interpersonal processes with people
- think about what is doing
- focusing on problem solving


Phases or stages :
 uncovering or defining a problem
 building the structural and communication links
 laying out the alternative options or adopting a policy
 developing a plan and implementing a program
 receiving feedback, monitoring progress and redefining 
problem

  cyclical or spiral process


The practitioners are rarely a FREE AGENTS.
